長崎県離島における児童デイサービス事業の現状と課題

Abstract

近年、障害児・者に対する理解が高まる中で、特に障害児の早期教育・療育の必要性が叫ばれている。2006年に障害者自立支援法が制定され、これにより、障害児は審査を経て児童デイサービス事業が利用できるようになった。ここでは、日常生活基本動作の指導や集団生活への適応訓練など個別・集団療育が行われる。未就学児童の中には保育園や幼稚園から、就学児童は通常の学校や特別支援学校などを経由し、保護者に伴われ利用することができる。長崎県内には、現在23の児童デイサービス事業があるが、離島設置は五島市、新上五島町、壱岐市、対馬市の4個所にすぎない。本研究では、教育や療育の機会が乏しい過疎化、統廃合、少子化が進む離島における児童デイサービス事業の現状と課題を明確にし、教育及び生活保障の視点から児童デイサービス事業について考察することを目的とした。その結果、「施設の運営上の課題」と「障害児の生活及び教育上の課題」の2点が挙げられた。今後、「利用者負担の軽減と利用しやすい環境づくり」「児童の一生涯を見据えた一貫した支援づくり」「職員の専門的教育」「保護者の支援システムづくり」が課題である。The project which supports disabled children on the side of medical care and day care based on Services and Supports for Persons with Disabilities Act has the daily service institution for children. Today, there are only 4 institutions in the isolated islands in Nagasaki, though there are 23 institutions in Nagasaki. In this research, I made it a purpose to make their differences and problems clear, to make consideration deep from the viewpoint of education and livelihood indemnification for disabled children, and to connect this research to better support. ln consequence, two points, “the subject to manage the facilities” and "the subject for disabled children to live and to be educated” were brought. Hereafter, “reducing the user’s pay and forming the environment which is easy to use,” “forming the consistent support which fixes the children’s whole lives,” “the specialty education for staff,” and ''forming the support system for curators” are issues.
